As the vital link between sellers and buyers, transmission has long been a focus of academia and industry. With the unveiled power systems deregulation, the changing structure of the electricity supply industry and the emergence of independent power producers and independent customers are bringing transmission pricing into a new focus. Past capital investment must be recognized and future expansion should be added to the concern of the recovery of transmission costs. Assigning a price to the transmission running costs generated by operation, maintenance, and ancillary services needs to be addressed and has to be done on an economically rational and technically meaningful basis.
